CEL 45 help please

CEL 45 help please
My car is throwing CEL 45 which is a "Malfunction in Fuel Monitoring Systems"... My car runs rich and lugs at idle in Drive (auto). These symptoms sound like an O2 problem but I dont know (so dont ****** flame me for THINKING... please.. sheesh)
I searched for like 20 minutes and didn't find anyone else with this code, I found similar symptoms and someone suggest O2 to them, but is this right for this code? If it is an O2 which one could it be? OBD-II confuses me
Anyone who has had this code and/or knows what I need to do can you please share your knowlege? Thank you... I just want my mileage back

Ok, my throttle cable thingy (loops around the plate by air intake base... i suck with names of things, sorry) was pretty loose, I tightened that up some and my dad doesn't want me to clean the injectors so I'll just do an additive later or something so he wont know It wasn't my idle sensor because we unplugged that and it died, so thats still good...
He thinks its the top o2 sensor on the exhaust manifold and I think it's gotta be one of the sensors so I'm gonna pick one up soon and go trial and error to figure out which one it is... If I still get the same symptoms and error then I guess it'd be the injectors since thats the only thing left... right?
