CEL 14 and 65: car wont start

CEL 14 and 65: car wont start
97 civic: 99 usdm b18b+99 ECU:CX wiring harness
ok couple of things:
cel 14 and 65 showing
car used to start and run with cel 14 and cel for both O2 sensors WITH the A14 and A12 not modified
weird part:
whenever i try to do the iac fix(a14 to a12) the FI fuse underneath the hood blows
A13 is still plugged in
what can i do from this point?
