Catalytic Converter on 99 Civi LE, How to replace
I am getting P0420 Engine code. Already replaced both Oxygen sensors. Can someone tell me how to replace Catalytic Converter. Is it very hard to do or Mechanics just charge to much for it. I was quoted $740 by a mechanic. but O'Reily has it for $178.

remove all the exhaust mainfold bolts off the engine...
remove the 2 bolts from the exhaust.
be careful with the exhaust mani bolts...they aren't on there that tight. with the exhaust bolts...get a torch or an impact. those are usually welded afast.

Make sure you're getting the correct cat. The LE has the D16Y7, if I remember correctly, and some (if not all) have the cat integrated into the exhaust manifold. Verify what you need and what you're getting before buying anything.

Do it yourself - it's seriously quite easy. Make sure you have a breaker bar of some sort, because the bolts will be rusted as hell. I use the handle to my jack, and slide it over my 3/8ths socket wrench. Those D16Y7 manifolds are known to crack, underneath the heat shield, right where the "Y" of the exhaust manifold is..
