Car wont Start, Backup Fuse???

Car wont Start, Backup Fuse???
ok so my car wont start, i have fuel, spark and whatnot, the engine turns over like it wants to start then it just doesnt turn over anymore, as if you trying to start the car with no ECU. so i go to my fuse box under the hood, and the 'BACKUP' fuse is blown, its the fuse right next to the ECU fuse. will this fuse being blown cause a car to not start? what is this fuse for?
i was thinking maybe it was my starter thats f'ed up but i dont kow maybe it is that fuse thats making it act up. i replaced the fuse already but i'm waiting for my boy to come thru with his car so i can use his battery, since 1 day before my car started acting up thieves stole my battery
