I'm having the same issue. i've tried replacing the fuel pump, relay, checked all the grounds and plugged in a new ecu. it still won't start. i'm ready to shoot this car.

I was having the same problem so i had a P06 lying around (d15 non-vtec) so i just tired that and it works with no problems.

It's usually the capacitor at C14 on the P28 ECU that causes this problem for the 93-95 civics. Those ECU's are almost 20 years old now.

The problem first appears during damp weather starting.

Always test the car with a KNOWN good ECU.

This should be the world's biggest sticky.

Well I notice if the ECU is cold it happens this morning it wouldn't start again so I took out the p06 and pop in the p28 an primed fine. I also noticed the fuel pump seems really weak if I let it sit an takes a few mins to prime with a cold ecu.

Did you ever solve the problem.

My thought would be the coil, or distributor which in older cars like ours the igniter can fail (attached to the exterior of the distributor housing.)

I'm having exactly the same problem
94(lates 93) Honda Civic DX coupe d15b7
in raining or after rain my car takes minutes to prime the fuel pump,
I had try different main relays resoldering'em and new ignition switch relocated the ground strap and is the same thing...
car works fine in cold or hot weather but ecu isn't grounding main relay pin #8 and check engine stays ON
pin#1 battery
pin#2 ground
pin#3 to ECU n' injectors
PIN#4 N/A
pin#5 to ignition 1
pin#6 to starter switch
pin#7 to fuel pump
pin#8 ground coming from ECU
after wait until the check engine comes off and fuel pump humms then it will start ON fine,
a lot of people post the same post or symptoms but nobody post a real fix...


please don't answer this post if you think a bad distributor cap ignition module or starter or related it's the problem...

Problem fixed read this I've been having all the same issues even after replacing the main relay 3/times I was sitting in the car today with ign on and smoking a cigarette and I heard the relay click and fuel pump turn on and it started so I let in run like 5 min and killed it and it wouldn't start again so I thought about it and jus sat with ign on again for like 5 min I heard it click again and it started so I killed it again and tried restarting it wouldn't until I sat with ign on until I heard the click and it started so I repeated like 6 times and I just have to sit with ign on for a few min then it starts so I'm pretty sure its the ECU so I'm going to shop for a ECU unless someone can tell me what's wrong with my ECU to where I can get it repaired any help would be appreciated and I'll put my email on here later if its allowed or you can message me if you have questions I think this site allows this lol ....BTW I HAVE A 93 CIVIC 2 DOOR COUPE AUTOMATIC AND PREVIOUS OWNER DID A SWAP TO A 1.6 IVE NEVER OWNED A HONDA BEFORE LOL
