car is running sluggish at low RPM

Default car is running sluggish at low RPM

I got 00 civic EX with 40k miles. On higher RPm car runs good and I get really good gas mileage. But it is running sluggish at low RPM. No matter how much gas I give it won't run faster and it feels like there is no torque.
So far I have done these things
1. changed spark plugs and wires
2. changed air filter
3. Swap ECU from my other 4dr civic
4. Checked timing ( thanks all H-T guys who helped me out checking timing)

Now can someone tell me what is wrong with my car?

EDIT: I have notise one thing. When engine is cold my timing belt is loose. But after driving car when I check timing belt it is tight (when engine is hot). Is it normal?

It's a 1.6, how much torque do you want?

Well I got 4dr civic EX and that car runs good even at low RPM. So there is some thing wrong with my 2dr one.

How does it run sluggish? Does it seem to lag or stall a lil, or what? Have you done a compression check?

Car is stalling a lil.
What is compression check? Can i do it by my self?

How is the battery grounding terminal and voltage? Last time you replaced the cap, rotor?

I checked cap and rotor. They are good.

Yes, you can do a compression check yourself. All you need is a compression gauge, which can be purchased at Sears or something. Do a search on compression check.

Check the ignition timing with a timing gun. If you can't set the timing to spec, check whether the timing belt skipped a tooth.

I know you said you checked your timing, but your problem sounds just like the problem I was having. My problem was that when my timing belt was changed (prior to me owning the car!), the mongoloid let the intake cam advance a tooth. From 500-3000 RPM's, the car drove like crap, but from 3500 - 6000, it was it's normal fun & peppy self. Simply removing the belt, putting BOTH cams @ TDC, then redoing the timing fixed the problem. Just something very simple to check.

Edit: OP: How the hell do you have a 2000 EX with only 40k miles on it? I worked from home for a year and a half and put more than 5000 miles / year on my car...
