Default Car randomly turns off... Code 15... Ignition Output

Hello everyone, I am having some problems with my car and I cant figure out what it could be, any help would be greatly appreciated. First off, my car is a 97 Civic with an obd1 b18b. Id say 95% of the time the car runs very good, but every now and again it just shuts off with no warning at all. One second the car will be driving fine and then it just turns off, no c.e.l. no sputtering or anything, just 0rpms, all cluster lights on. Sometimes it will start right back up with no problem, but most of the time it just cranks and cranks for several minutes until it will start back up. It also usually makes this really terrible sound once or twice while I'm trying to start it back up, the only thing I can compare the noise to is what the car would sound like if you tried to start it up with just a header on it, its kinda like a bubbly hollow sound. The car cranks hard the whole time.

I replaced the spark plugs and the rotor already (the stores near my house didn't have a cap in stock), I also disconnected the battery and the car still runs so I assume the alternator is fine too. Anything else you guys can think of? Please help! I live in DC and this has been happening in the middle of traffic and I just sit there like an ******* blocking the road. Code 15m

check battery terminals and grounds, check the ground on the thermostat, it grounds out your engine wire harness

I checked it out. The recall was for 98 and up. My car is a 97. I just started the car up and just stared at it for about 25 minutes, the fan never comes on. I checked the plug and there is no power going to it...
