Car missing under load....might be fuel....

Car missing under load....might be fuel....
hi guys...quick question.
My stock hodna civic , with a DOHC ZC stock - isnt performing too hot of recent.
Under normal acceleration , the car is fine ( slow throttle application )
But under mid to heavy acceleration thru all gears - the engine makes a audible faint "wobbling" noise under load ...and there is a lack of power indeed.
Wether this is misfing or what - my first option is to check appropiate fuel is getting thru.
I took off the 10mm top bolt to the fuel filter while OFF - and no fuel leaked out - and then i heard a faint " bom....bom....bom...." coming from the pipe . Air pressure is displacing something.
Shouldnt an amount of fuel leak out of the outlet regardless on/off ?
What are DIY ways to tell if the fuel filter is clogged ?
