Default Car idles way too fast when cold, need help

I have a 92 civic dx hatchback and on cold morning when i start it up it idles way way too fast like 3000-4000 rpm would be my best guess. Once it is up to running temperature it idles fine. I checked the ecm codes and it give me a speed sensor code. I don't think the speed sensor should effect it when it is parked but i could be wrong. If anyone knows what could cause this please let me know.

Thanks
