ok car was stolen and recovered,

now im doing the rebuild and trying to get it running again

95 obd2a (b18C1) boosted
CHIPPED P28
OBD2A harness
OBD1 ECU

PARTS REINSTALLED
THROTTLE BODY
FUEL RAIL
INJECTORS
VALVE COVER
obd2a to obd1 step down

ok so here is the problem car cranks,turns over and sound like its gonna start but doesnt

I CHECK SPARK,INJECTORS(NEW), COMPRESSION,FUEL PUMP,MAIN RELAY(ALL GOOD BUT MAIN RELAY)

I CHANGED MAIN RELAY NOW IT SOUNDS LIKE ITS GONNA TURN ON BUT NEEDS HELP

I HAVE CEL(havent hooked up computer yet intill this coming thursday)

i really dont have any idea left besides maybe ground,
help me out Honda-Tech!!!!! please

You don't need a scanner. Just jump the service connector.

i check no codes but cel is on

i think my step down harness doesnt work

A bad wire harness is possible. It is called CEL code 0 when the CEL remains on steady both with and without the service connector jumped. It indicates that the ECU is not getting power or ground. Start by checking fuse 44, 31, or 18 and whether the G101 ground on the thermostat housing is clean and tight.
