Sorry.
97 JDM B18C, Internals are stock, CAI. Plugs, Cap, Rotor changed last summer.
Maybe moisture problem? It happened the day after we had some rain.

Have you looked at your spark plugs?

So I haven't got to testing the coil/plugs yet. Some more things I have noticed though...
-The car doesn't seem to bog/hesistate under acceleration until it reaches operating temperature.
-Coming to stop after the car has warmed up will cause the idle to drop 2-400 below where it is set to be. It will continue to fluctuate until occasionally it will kick up by itself.
Thoughts?

Problems associated with moisture often point to bad plug wires. I also noticed that you didn't replace them when you did a tune up.

If it's idling too low when it's warm, I doubt that it's a vacuum leak.
If it's fine when in open loop, it's most likely something like an oxygen sensor that provides feedback and affects the mixture enrichment in closed loop.
