Default car boggs at 4,600 rpm's

ok its a 94 civic with a d5z1 in it and it boggs out at 4600 hes tried difeerent ecus but no go we've checked grounds,and timing is there n e thing else that we can check....can it mayber be the fuel filter...it revs to 5,100 at idle but wen driving only 4,600 rpm's...so we need help kind of out of ideas.so can you help us.thnx ahead of time

anybody know what is up with this car...noob question but my mind is somewhere right now the fuel filter is on the firewall right

Is it miss firing or anything? I doubt the fuel filter would cause it to bog at only a certain rpm range. Does it have a cel?

no it doesnt have a cel...no its not misfiring...its starts up and everything good and runs good except for the whole bogging thing

Was the car running fine before this? or do someone do some work on it and then it started this? Background info plz...

well he traded a car for this car and it was like that the whole time and he just cant figure it out

Fuel filter is on back wall, next to battery(passnger side). It's not fuel filter. Check ecu or injectors? Sounds like its running rich. When I swapped out stock injectors and chipped ecu, mine did same thing. Could get decent rpms in neutral, but soon as I drove it around the block it just chugged away. Had to throw in the fpr before I could drive it.

we've tried like 3 diffrent working ecu's and still the same thing we will try to switch out the injectors when he comes back over
