Can I use a PR3 ecu with a b16a2 in eg?
I found a PR3-J01 and before I buy it I want to make sure that I can use it with my EG CX with a usdm b16a2. Will there be any chipping involved?

exactly!! Most PR3 ecu's are the older style OBD0, so be careful, you do not want one of those. The OBDI version is more rare, but does exist, i have had a couple, they are basically the same as a P30

i would run a p28. and then if i really wanted to squeeze all of the power out of it, then and only then would i get it chipped and tuned. iwthen you would want your mound of bolt ons.
i am intrigued to know that there was an obd1 version of the pr3.

Why? P28s aren't nearly as special as people make them out to be (you can chip and convert nearly any OBD1 Civic/Integra ECU to vtec, the only real exception being most P07 VX ECUs). The PR3/P30 is actually the correct stock ECU to use in this case and can be chipped just as easily as a P28 can. Unchipped P28s work like crap on B-series engines. The way I see it if you aren't planning to pay the $400 - $500 for a good dyno tune, you might as well pay $120 - $130 for the correct ECU for the engine.

As 94EG8 said, P28s use the same board as a P06. I've converted several P06 and P75 ECUs to VTEC. They work perfectly.
A lot of places are charging about $100 to chip and ad VTEC, plus return shipping. I'll do it for $80 including return shipping if anyone is interested.

It is the EXACT same process to socket / chip a P30, OBD1 PR3, P06, P28 etc.. as long as it is a USDM ECU. The JDM OBD1 PR3 ECU's use a different style 74hc373 chip, but can still be socketed / chipped. If you aren't planning on modifying the engine and getting it tuned, then your best bet would to be to run the OBD1 PR3 or P30.
