Then it's modified. No 1996-2000 Civic ever came with a blue interior.
In the US hatches came with light gray and dark gray, coupes came with light gray and dark gray, sedans came with light gray and taupe.
Your driver's door jamb will say the color code for the interior and exterior.
For the interior:
TYPE F - Light Gray
TYPE K - Dark Gray
TYPE P - Taupe (Tan)

it says type K but all the plastic is dark blue...the seats were light blue...it looks like it came like that or someone went to a LOT of trouble to switch it all...

There is no dark blue interiors available for '96-'00 Civics in any market (that I'm aware of, and I'm aware of a lot of markets).
There is a good chance they were dyed if they're actually blue.
Pics?

It definitely wasn't ordered custom from Honda. My bet is it was dyed. If it were aftermarket I would expect to see it more often (in different colors).
What was the state of the vehicle when you got it? Stock?

Fixed. No way blue interior = stock. Even with the remote possibility of some crazy foreign OEM parts, that's still not stock for USDM.

so...either she dyed it or switched out EVERYTHING from another car? hmm would there be VIN's on all the door panels and dash pieces? if so, i could see if they match

No VIN on interior parts. I've never heard of a blue interior on an overseas car either and it's unlikely that someone who kept the car otherwise stock would have gone through sop much trouble (that's a LOT to track down and would cost a LOT to ship).
I'm betting it's a dye job or possibly confusion since our dark gray has a hint of blue in it already. Under certain lights is can look straight up blue gray, but I'd never describe it as dark blue.
