Can i flash or take out the governor?
If i flash, or take out the governor, will my mpg increase?
if so, how much and what else will i get?
i have a 99 civic ek d16 all stock.

first off the car doesn't have a governor and second the car does not have enough power to push past 120 and third the this will not increase fuel economy in anyway.

First of all, this is America!! Not Europe that you can max out in the highway..
second and most important, if you're doing auto x racing or drag racing, aint no where in hell you'll succeed reaching top speed in a STOCK motor. period!

1st, there is no governor. 2nd, what would you change to increase fuel mileage? You don't think the hundreds of engineers made hondas as efficient as they reasonably could? 3rd, how much more fuel efficient would you car be? 1? 2 mpg?

The car is not governed. The engine has a rev limiter, but you will not hit it in 5th gear with a stock motor.
If you modify car, like throw a turbocharged GSR swap in, then you'd have to tune it anyway and you can remove the rev limiter then...though it's not a good idea.

Then your car should be running like a boss and thats about the most you can do to get some serious MPG's out of it.

Don't do anything to your d-series unless you rebuild the entire thing with high compression pistons and some solid cams.
Or you turbo it.

Most people that I hear do N/A builds on their D regret it afterwards. The end results are not impressive.

N/a d-series isn't bad if you're comfortable with ~150-160whp and 115tq.
It's fun, quick, easy, cheap replacement motors.
For the same money you could easily make 250whp on a d-series. Or the same power on a "fresh" gsr swap.
