Default Can a bad clutch make the car slow?

I ask this cause when changing from 1st to 2nd feels kinda rough and everyother gear is smooth. Also my car feels slow picking up each gear. I have a 95 EG EX.

Yeah... i do alot of racing and there was a time when my clutch didnt grip well. When i got it replaced with an act clutch, the grip whas incredible shifting from 1st to 2nd. just get good tires and it'll be all good.
