Honda distributors have sensors in them. Without getting too technical, one of them sends a signal to the PCM during cranking and running to inform the PCM that the engine is actually cranking and that there is a piston at TDC waiting for the spark plug to fire. One is used to fire the fuel injectors sequentially, blah, blah, blah.
Anyway, when these sensors start to flake out on you, you get the kind of problems you have, and the ECU code 9 error...

You cannot fix it yourself. If it was me, I'd just go buy a remanufactured distributor and install it myself. The worst that can happen is you'll have a 'new' distributor...

Just looked it up on the Rock Auto web site - $163 for a remanufactured distributor for your car + $100 core deposit.

Just looked it up on the Majestic Honda web site - list price for a new distributor for your car is $527.81. They discount it for $395.85. Remanufactured sounds a little better, no? That's the way I would go.
LoL! Told you it was bad news...
