California Smog answers! *End all to all*
UPDATE!!! The JDM ITR intake manifold is the same as USDM!!
Let's get this over with shall we. Here are links, and stuff quoted from those links. YES, JDM engines will pass smog, they just need the USDM equivalent smog eqiupment.

Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine.

Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
The engine must be the same year or newer than the vehicle.
The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy- duty truck, etc.) based on gross vehicle weight.
If the vehicle is a California certified vehicle then the engine must also be a California certified engine.
All emissions control equipment must remain on the installed engine.
After an engine change, vehicles must first be inspected by a state referee station. The vehicle will be inspected to ensure that all the equipment required is in place, and vehicle will be emissions tested subject to the specifications of the installed engine.

Ok, so my understanding is that the JDm engin must be the eqilivant of the american counterpart right? so could i smog a 200 jdm type r moter in a 2000 cx?

Yup. You will need a USDM ECU and Exhaust manifold though.
The JDM 4-1 is not legal but, you will have no problems what so ever selling it and then all you have to do is purchase a aftermarket header with a little extra cash on top of the money you made selling the JDM 4-1.

Wait I'm confused would this only apply to same year only because i have and older verison motor in my 98 hatch can I still pass if I fix what needs to be fixed when I need to see the Ref

If you have an engine that is older than your vehicle you must sell it and get one that is same year or newer. There is no way for you to pass even if you upgrade all emissions equipment to your chasis or newer.

Heres my dilemma k. i got a jdm b20 long block runnig a ls tranny and a ls head i bought from a friend. I wanna get the BAR sticker imma drop the motor in less than 2 weeks(car in shop) right now the motor is stock and imma add all the necessary smog equiment when i do the drop do u think i will pass. i have a 97 cx and the motor is a 98/99 b20.
any help will greatly be appreciated thxs.

Trannies don't matter.
The LS head should be fine since it is a duplicate of the B20.
I don't foresee any problems. Just make sure you have all the vaccum lines hooked up.

So how can a civic have a JDM B series engine if this quote says that it has to be functionally identical to the original engine....
the way i understand this is that a 95 del sol DOHC VTEC can get a 95+ JDM engine to replace their blown engine....
not a 95 civic with a D series being replaced with a 95+ JDM B series???
I think that replacing a D with a B is not functionally identical....
The only way that I can see that they are functionally identical is that they are engines that have cams, pistons, and they operate like any other engine....
