California emissions fuel tank compared to federal emissions?

California emissions fuel tank compared to federal emissions?
I have a 1997 honda civic 4dr lx with a leaking gas tank. I found one at a local junkyard and the rep told me its for california emissions and not federal. Could I still use this? By the way I live in New York.
