California emissions and engine swaps
ok theres the problem i am having i know in the state of California you can't put an engine from previous generation cars into a new generation car because of emission standards. so lets say i wanna put a b18a1 in a 94eg2 that i know for certain you cant do. but what if i want to put a d16z6 or b16a from a 93eg2 into a 94eg2 would that still be impossible to do?

Any engine you put in has to be from the same year or newer (Some engines don't legally work at all i.e. B20's because they're 'truck motors'). You also have to get it BAR certified if you want it to be 100% legit. Getting your car "BAR'd" isn't a walk-in-the-park but if you know what needs to be done then its pretty easy.
First figure out what motor you want, then go from there.

especially in san jose, ive been told the cops are huge dicks down there. My buddy got a state ref ticket for having an aem intake with carb number and the cop didnt care
Be careful about what you pick, im still trying to figure out what im going to tell the cop when he see's the B after the b16 instead of an A

well i was planning on the d16z6 to toss in my 94 del sol but the engine prolly be from 93 or older been havin trouble finding one from a newer car around the bay area and not like i can find a b16a3 anywhere else around here at all anywayz which woulda solved my problem pretty quick

you have an odb1 car. you can put in odb1 or odb2 motors in. you cannot put in odb0. thats all it means. oh yes and no B20's cause its considered a light truck motor. ive gone through BAR and if you know what to do it can be relatively easy.

yes, as long as you arn't decreasing emission standards you can swap engines(IE, 90 car, with 95+ engine). And since the B20 didn't come in any "car" form, you won't be able to swap this over legally...
Getting an engine to pass the BAR isn't easy, but once you do you'll have piece of mind that you're legit, so you won't be sweating too much when the cops pull you over. =P

Here's what I understood from the local ref:
Generally speaking, engine has to be the same year or newer compared to the car it's going in.
I've heard that sometimes they'll let the year slide as long as it's the correct OBD set up as the car.
If the engine you're swapping into your car was an option for your car and is the same year as the car itself (ex. 1995 D16Z6 into a 1995 Civic DX) you don't need a ref label. (He said it's considered a replacement motor and all smog stations have a list of suitable direct engine replacements)
If you really want clear and undeniable fact, just go to your local smog ref and ask questions. They are there to help you.
