Sounds like your ac is in need of a recharge. If you're low on refrigerant it doesn't work very well.
It's not 'working' when you're parked because you're in low rpm's and the compressor is spinning slower then while you're moving. Although this isn't that big a factor, while you're moving, your condensor is cooling with the moving air also, although I'm pretty sure theres a greater difference in ac coldness due to higher engine speed.
Its time for an AC Recharge. and read above, thats another thing too.

Yes, but no. If it is low on freon, it will be around the same driving or not.
A/C is tricky at times. You should have a a/c personal look at your car. But, if you know your fan is not turning on, start there.

Without high and low side guages, you will not know that you compressor/system is doing.

Look if you have no idea on how the AC system work please do not attempt it. It can actually freeze off your finger or eye if you do it wrong.
So please take it to a professional.. DO NOT take the advice of others about adding Freon ( which is R12 and they should call it REFERGERANT which covers R12 and R134A)
and coverting ect ect. they are throwing in things by example of what happened to them before.. and if you do put too much refergerant in you can destroy your whole AC system and thats going to cost alot more then to just take it to someone.
