Default buying a civic help

I have found a Civic I want to buy but I need some opinions. Its a 1997 LX sedan with a new championship white paint job, wings west big mouth kit, 17" White axis vpd wheels, aem cold air, apexi dunk catback, custom gray tweed with white piping interior. It only has 82,000 miles on it. Its a 5 speed and runs good. But here is the bad thing it has a slavaged title. I can get the car for $3,500 would you get it or keep looking?

but see first thing if I do buy it I put on my 17" hyper silver adr wheels so the white wheels are gone and yes lots of people do the bodykits. I just think a nice bodykit and a good set of wheels is cleaner looking then 16" black wheels with a carbon fiber hood and the muffler at a 90 degree angle
