Im getting a 97 Civic in March from my mom
The whole bumper is painted white, but i want the grille to be black. Do i spray it with a flat black?

Exactly! Except I would use a 320 grit (buy a multi pack of sandpaper, comes with one sheet of each grade), because I personally think 320 will scuff it up nice enough to not "marr" or scratch the plastic too bad. Of course this is personal opinion, others will say different which is perfectly OK. Whichever floats your boat.
Make sure you mask off everything you dont want painted very well, as you know the prep work is 90 percent of the battle to reach a good outcome. Then you'll be good to go! I wouldnt use a clearcoat either since you want the flat black oem look.
