PIAA Ion Crystal are some of the best in terms of producing yellow light with a minimal loss in output, while also maintaining the beam pattern that the lights were designed to generate.

It's recommended that you run an upgraded wiring harness. There is a possibility that you will melt the stock wiring.
I can get HID kits with harnesses if you're interested.

What's the difference in the "upgraded harness"?

Piaa Ion Crystal will give out yellow light, however on the 99-00 foglights, when you look directly at the foglights they don't look yellow. I don't know if this will be a problem for you.
I installed a pair in my cousin's 00 Civic and another pair in my mom's driving lights on her van. When you look at the housing it looks like a regular bulb, but on the road it's yellow.
Just some FYI in case you wanted the yellow look (ie Lexus, Infiniti).

Yes, you ordered the wrong one. Notify them if you can and see if they'll let you do an exchange.
