Built Turbo GSR w/LS crank into VX hatch....now unusual high idle, any suggestions???

Built Turbo GSR w/LS crank into VX hatch....now unusual high idle, any suggestions???
I checked all the normal things, cleaned IACV, I do not have FITV, I made sure throttle cable is not too tight, I took it all the way off and the idle is still rather high. I also made sure the outside part of the throttle plate is not bottoming out on its adjustment screw before the throttle closes all the way. I also tried adjusting the idle control screw
It stays around 1500 even after the car warms up. It seems like the throttle plate is not closing all the way, like if I put some weight on the part that the throtte cable connects to, I can get the idle to go down, but if I let go, it will go right back up.
Only other thing that I might think could attribute to this is my VSS isn't working, I have to take a look at it and make sure the plug is connected all the way, I heard this can make your idle funky.
I have hondata and it was and is still tuned for 10psi, I only changed the crank and rods when I put the motor into the hatch.
Any advice would be great!!
