Default Broken speedo/odometer?

Hey guys, just looking for some confirmation from the group. Noticed the speedometer on my '99 Civic was jumping around coming out of a parking lot. Here's some quick points:

- Odometer is stuck, trip meter is stuck.
- Tachometer works fine
- No CEL
- Speed "needle" sits at 20mph at startup and at a stop, will jump around during normal driving.

Does all of this point to the speedometer cluster being broken? I'm going to take it out for a test drive later with the ODB scanner plugged in to make sure it's registering some speed.

So an update:

Fuse #15 is fine. Pulled it and checked.

I went to take it on the street and plug in my OBDII scanner to see if it would show any data under "SPEED". The CEL came on and shifting from park to reverse (it's an automatic), it shifted hard. And then from reverse to drive, again, shifted hard. Giving it gas, it felt like it didn't want to go, like the transmission wasn't engaging.

Pulled the following codes:

P1768 - Manufacturer Cntrl - Transmission
P0141 - Bank 1 Sensor 2 o2 sensor
P0135 - Bank 1 Sensor 1 o2 sensor
P1298 - Fuel Air Metering

Before the whole speedo/odometer issue, it was driving perfectly. Even when the speedo/odometer went out, the car was still driving fine.

Any thoughts/ideas?

Reset the ECU to see which codes, if any, return.

Voltage test installed fuse 15.

Reset, two codes popped back immediately:

P1768 - Manufacturer Cntrl - Transmission
P1298 - Fuel Air Metering

Went to check the fuse, per your link, both read 12.14 with the car on. Thought it was low so I measured the battery with the car on and it was 12.3x

Just for grins and giggles, you may want to check the wiring harness section that the TSB they provided you talks about. I think it's rare, but might be possible to not blow fuse 15 but still short out in a way to cause major grief.

If you see any exposed wires in that section, you know you have a problem.

Turns out it was part of the harness that was almost bare near the manifold. That at least fixed the codes and weird shifting.

The speedo/odometer was just a coincidence so I'm going to replace that this weekend. Luckily I found a used one on eBay that was within 50 miles of my original odometer. What are the odds?

There are YouTube videos that will allow you to set your odometer to whatever mileage you need. Just an FYI.
