Broken Fast Idle Valve Controller?

Broken Fast Idle Valve Controller?
i have a 95 civic lx (stock) and a few months ago my idle was surging. it would start up and balance out at about 3000 rpms, then it would slowly crawl down to about 1300 and surge between there and 700. back and forth, untill after that car was warm. then it wouldnt be a problem
then for a couple months i never had the problem. but the other day i accidently left the radiator cap off and drove about 5-10 miles :\. now its all happening again. but even after the car is warm, the surging doesnt stop. (i replaced the radiator cap)
oh ya, this only happens when i'm in neutral... :[
also, one last thing, now my overheating gauge is telling me that my car is overheating. the needle is WAY up there. and this happens after the car has been cold and ive been driving it for like 5 minutes. is this tied in with me accidently leaving the radiator cap off? or is it coincidental?
any ideas anyone?

its possible you might have a blown headgasket. you really cant tell unless you do fil the cool ent and bleed it, or if has black or white smoke coming out of the tail pipe

yeah a blown head gasket has been considered. but there has never been any smoke coming out of the tail pipe. but my local mechanic said a catalytic converter can sometimes disguise some of the signs of a blown head gasket. but what do i know
anyways, what would i look for when bleeding the coolant to know if i had a bhg?
