break light/horn fuse trouble...help!!!

break light/horn fuse trouble...help!!!
been having problems with this latley, bought this eg coupe like a 2 months ago, it came where the breaks lights wouldnt eluminate i found out it was just the fuse under the hood, but now about 2 weeks ago everytime i put in a new fuse, they take a 20A fuse, it blows. it will spark as soon as i touch the fuse on the prongs, anyone think they have an idea about what it is, please respond asap. its driving me nuts. with no break lights, o well. let me know if you have had this problem or if you may know what it is thanksss.

damn, that sucks. time to break out the voltage meter. you my friend have a short in the brake wiring. this is the reason why the fuse continues to pop. some where the wires are either touching themselves, or grounding out.
