brakes won't lock

brakes won't lock
i noticed that the brakes won't lock on my 93 del sol si. even practically standing on them. i bought a new master cylinder. bought a 15/16s new for a 91 civic sedan. bolted right up.
i bench bled it according to the directions with no problems. installed it, flushed the lines, and replaced the brake fluid with dot 4. bled the wheels several times, and each time it's the same problem. the car slows down but none of the wheels will lock if i slam on the brakes.
there is no abs on this car.
i pulled all the calipers off and checked the pistons. pushed them out and re compressed them. all of them seem fine. 1 was new from the last brake install about a year ago. rotors are wearing normally.
as far as i know, its the master, booster, lines, and calipers. nothing else makes the brakes work.
turned the car off and pumped the pedal. its building pressure and the pedal gets stiff so i didnt think its the booster.....
any suggestions? anybody else have this problem?
