Brake problem, need opinions.

Brake problem, need opinions.
For a few months now my brake pedal travels to the floor at certain times (off and on, depending if im at an incline or not). I went to a certified inspection center for the fact that I was changing states (from P.A. to M.D.). Maryland is very strict on their inspections and said that the car failed for hydraulics in the braking system. But, the man never said if the master cylinder was starting to wear out or if there is air in the lines. I personally do not want to buy an new master cylinder because im saving for new speakers for my car (infinity reference woot). But i was curious of what you all think the problem could be. Air in the line, master cylinder, low brake fluid?
As a side note i replaced the back calipers, one of the calipers had a piston that was locked out and the master cylinder could have been compensating by putting more tension on the other tires, so for good measure i replaced both calipers rotors and pads in the back. Any opinions are greatly appreciated!
