possibly your brake switch which is located at your brake pedal linkage.
check to see if you have power on one wire, and when you apply the brakes, that you have power going through to the other wire.

ok so went outside the switch isnt stuck it comes out when i push the pedal in. i have tail lights and i have license plate lights so the fuses are good what else could cause this

What year?
You can't necessarily tell whether the switch is bad by looking at it. If you unplug the switch connector and jump the connector with a wire, do the brakes now turn on? Does the brake light fuse under the hood have battery voltage? Is the black brake light ground wire in the rear broken?

Yes, jump the brake switch connector and then look for whether the brake lights turn on. If so, check the connector for damage or replace the switch. A cheap test light would also work.
