i just had this problem, the thing with mine was that the break bulbs i had in were the wrong ones and were put in backwards. i know that doesnt sound possible but it is. i just went and bout new civic brake bulbs from autozone and now they work fine

mine say 1157 is there the correct bulb, and my 3rd brake light doesnt come on so i dont think they all whent out at the same time with out a blown fuse

ya, def a switch, fuse, or wire....sorry, it's kind of hard to trace after that...you have to follow wires, look for breaks..

bust out a light tester, pull the brake light bulb and test the conector for power..... if your geting power then its not a fuse problem
just bad bulbs..........
ive had it happen before believe it or not! in my truck when i bought it all the rear lights seemed to be blown! even 3rd brake, and even the 2 cargo lights!
it was insain!
just bust out your test tight again :D
and if youve done any kind of modifications lately check those! could be a wire crushed, cut, shorted out....
just bad bulbs..........

ok something is really wrong because i tested it the way you said and on the driverside tail light one of the connectors just got hot and the tester almost got stuck
