Default brake help asap

just put on new rear rotors on one side...

when I drive. after the car just to about 5-10km. the ebrake light goes on then goes away a bit and then comes on while driivng for a while and goes off...

also some how after I put new pads and new rotor.. when I try to spin the rotor with my hands on the wheel stud.. the rotor doesn't spin smooth at some point it touches the pad and it grines a bit and makes a noise and I even try this with looseing the ebrake cable a bit from the ebake.. and still the rotor won't spin freely with the handbrakes disengage while is first gear.

what should I do. or check. these are new pads and new rotors and I am getting the e brake light come on off and on like crazy while driving..
ebrake is set at about the 4th of 5th click that the car with not roll if I am on a slight hill
