I would just order a new set of keys $112. 06350-S00-A01 http://www.hondaautomotiveparts.com/...INATION+SWITCH
Order number 1. Also you'll be able to sleep better knowing that no one could possibly have a key.

But if he just wants to be able to get in, a replacement key would be just fine. All new locks and keys could be a nice thing for any used car to get, but it's not always required.
I just got a key cut a few weeks ago. It cost me $7 and change.
The locks and such on the car all worked. There was zero reason to get new ones. Going to Honda was cheaper than even calling a locksmith to get in.

Re: bought a shell, no key?
The only reason I did this was to retain the immobilizer for my swap. The other side effect for me was that the column cover does not sit flush with the face of the Integra ignition. I am not sure if this only the case with the Integra ignition cylinder with immobilizer, but I had to use a heat gun to mold the Civic column cover to site flush with the Integra lock cylinder.
What you can do in the short term, if you are desperately in need of keys for your other locks in the car, is rekey them using the tumblers from the Integra locks. You can take the Integra lock cylinders apart, carefully remove each tumbler and write the order of each tumbler down as you take them out. Each tumbler should have a number on the top. You can then remove the tumblers from the Civic's locks and put the Integra tumblers into the Civic lock. You have to make sure you put them in the same way and order they came out of the Integra lock. You can use this thread as a reference. https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/99-civic-trunk-lock-jammed-help-replace-lock-will-work-existing-key-2838908/
I also did this to my Civic so I had one set of keys for my Civic. This worked for all locks in my 2000 Coupe (even lock used to fold the back seats down) except for truck release lock (the one on the drivers floor).
Hope this helps.

The people that have mentioned to just go to Honda with a VIN for a new kep, have the right idea.
Don't waste your time with changing anything...what's the point? I've had over 30 Honda/Acura's over the past 20 years and never had a key cylinder problem.....just get a new oem key, problem solved!

Honda charges less than $10 for a key to be cut.
If you have the original key there's a chance you can even still read the key code off of it, which is what they use to cut replacement keys when they use your VIN anyway.

Re: bought a shell, no key?
there is a number on the rear of the door locks, and with this code you can take it to any locksmith and they should be able to cut you a new key.
also by changing locks doesn't protect you against a thieve smashing your locks in the middle of the night.

Very few thieves use a key to get into cars. Hondas are easy enough to get into without a key.

If you go to the dealer make sure you carry the title in your name and 2 forms of ID. They will not cut you a new key if you cant prove you own the car...

Re: bought a shell, no key?
Could always just buy a new tumbler, that way if he "lost" it until you finished it haha i'm kidding, If i was you even if its more expensive, I'd get a new tumbler w/ different keys or just take the tumbler itself to a key maker, not wal mart. I lost my Jeep's only key but i didn't know where I lost it. So My grandpa had me remove the tumbler and have a key maker/ smith whatever they are called make another key, he was still "iffy" because we never found the original.
