who did your tune? could they have mistakenly put the wrong rev limit on? its been done a couple times.

have you thrown any codes? https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/how-pull-cel-d4-srs-abs-codes-code-lists-1901557/ check with that list and give us some more info.

check your timing with a light, and make sure the numbers are actually where they're supposed to be. i've seen them taken off and painted in the wrong position.

then check where the timing is on the cam gears, if it doesn't have after market cam gears, go order some.

also, kinda out there, but tell us where your air/fuel ratio is at every 1000 rpm, and then hold it at 5500 for a few seconds and tell us the numbers.

can you tell us anything about your turbo setup other than 60 trim? is it a kit or is it custom? does it look like clean work, or kinda crappy? are there any leaks in the charge system?

the more info you get us, the more we can recommend
