800 you can peice together a decent turbo kit, did you get the EX tranny or what? Check homemadeturbo.com they have alot of good forums and also turbod16.com...you will learn alot and will be able to scrounge up some good parts for cheap! The mini me swap will give you at most another 20HP with the vtec, or you could do both, im sure you could find a cheap *** y8 or z6 head somewhere here on HT good luck!

not trying to sound like an *** here, so don't take it personal, but if money is a issue then save. your going to get higher numbers if you do both. if you do a mini me, you might not be happy with the results, being that your only going to get about an extra 30hp(maybe), which is not noticable on a d series. you may get higher numbers with the turbo, but that's gonna cost you more than $1000. atleast new anyway.
