You can do one of two things...
First off you can change out the spring in your wastegate to a 7lb spring.
Second off... Even though you said that you didnt want a boost controller, I am assuming that you mean you dont want to BUY one. If you dont want to buy one, but still wouldnt mind having one, you should check out the following links dealing with making a homemade boost controller. You can build one super cheap
