Bolt keeps twisting

Bolt keeps twisting
I cant seem to get the bolt to stop spinning. Its the bolt that is on the Upper control arm on a 98 Civic Hatch. Its like a ball joint around it. And its attached to the spindle. Everytime I put on a nut and spin it on the bolt spins with it. Any idea?
