is it possible to tow with a civic..? yes.
does it say in the owners manual that your civic should not be used for towing..? yes.
will the rental place ask you what the tow vehicle and the vehicle being towed are..? yes.
will they allow you to rent the car dolly anyway, even though it's unwise and un-safe to do so..? no.
the rental place can be held liable if they rent you a dolly to tow behind your civic. either find a friend with a truck/large SUV or call a towing service.

If it's U-haul literally the only way you can even rent a tow dolly to someone in a situation like this is to rent it under the table. When you try to rent it, it has to pass in the U-Haul hookup book, if it doesn't it wont let you go any further.

lol ... ive seen this before.....thats why u dont let your gf drive your car. but from the begin with the car wasn't even lined up with the ramps. he was just as stupid thinkin he was going to fit that civic in that u-hall. ghetto *** rigged plastic ramps with ramps on top ramps and jackstand holding that... the whole idea was bogus anyway he asked for that. U hall has car dollys for this.

good luck with U haul, they won't let me pull a 2000 pound car behind my more then 2 ton Lincoln with the old 302 , it's basically a ford truck with a car body on the frame. the Lincoln is rated able to tow far more then what the car weighs, yet I can "rent" one of their mini trucks to tow it.
