Default Best way to fix this?

Would I be able to repaint it myself, or should I just replace it. If I did decide to replace it would I be able to change it myself, and how much would it cost.

take a blade, peel off all the cracked up black pieces.

then sand with like a 1000 grit and rattle can it with a flat black.

How would i remove it, and what paint would u recommend?

I took mine off, primer spray, sand, and flat black spray.
