BEST mod even though you said you want a Horsepower gain - IMO it would be coilovers or a good suspension set up...If you have any money left Id look into an AEM CAI or an Exhaust.

Koni yellow adjustables
They will make your car drive soooooo much nicer, it's one of those mods that after dropping all that money on you never regret. You can get some Koni's before you ever change out your springs, but don't get springs until you have upgraded shocks.
I realize that you asked about hp upgrading mods, but overall you will be happier with suspension mods at first. You use extra power occasionally, but you will ALWAYS be using your suspension. My Si's engine is comepletly stock, and I am going to build up the suspension before I even bother going faster because my speed is more limited by what my suspension can handle confidently than anything else. There is nothing like confidently taking turns, and having a car that responds to input very fluidly, and being very stable at high speeds, I was surprised how much my car "sticks" on the highway, it used to feel kinda floaty at high speeds before suspension mods. in fact it will make your car quicker because you don't have to slow down has much to take turns and stuff.
I am personally planning on my next mod to be a LSD, but you should consider a swap before you start doing mods like that. In fact, if you build up your suspension first, by the time you have that done, you will want a swap. Ya, you might want to run out and drop $500 on some mod that will give you a couple (would barely make a difference) of hp, but that money will make a larger performance increase if it goes into suspension.
cliff notes: You can have MUCh better road feel, less lean, more traction, better highway stability and with the Koni Yellows you can actually have this WITH a MORE comfortable ride than stock.
Or you can have 5hp that you probally won't even notice, except your car will be louder.

I'm assuming this will be the first mod to the car? Be sure you know whta you're doing too. Speed/power don't mean a thing. You said you wanted horsepower for under $500 right? So how are you gonna handle that power in the turn coming up in the road? How ya gonna stop in a tight situation?

I can see putting power as 1st for certain types of power; intake, header, exhaust, ignition, etc.
But not a major source of power. I still think you need to know how to handle your car in every situation before you give a power plant to someone. And only a few post, I assume a newbie, if not, my apologies, I would never suggest nitrous for the 1st mod.
