Default best affordable suspension on an EG ??

Like the topic asks....what is the best suspension setup that is within reason in price...$500-$600.

I have an 94 hatch with tokico blues and Eibach Sportlines(teg rate). I currently hate my suspension. It rattles on every bump and turn, and it seems like any pothole or chip in the pavement shakes the whole car. I want something that is good for handling/cornering, but i need to be able to drive daily without getting a headache.
Also I am considering ST front/rear sway bars too. And also, I can't find the holes to mount a front strut bar in my engine bay, the holes aren't there???? is this common on a stock CX ???

the holes should be there, but they have little 1/4" diam plugs in them. either that, or they are just there, and you haven't seen them. they are there, though

I saw some holes, but they were 1/4 inch apart from each other on the strut tower. I guess I gotta keep looking ?

Suspension Techniques sway bars a good choice ?
