i'm not sure if it'll fit with the beaks, but you could always bolt it up and see i suppose (if the shop will allow it).
i'm running a Skunk2 sway bar and Skunk2 tie bar along with it...but no beaks kit. no problems with fit whatsoever.

The Beaks kit isnt all that great. Ive seen a bunch of people still rip the **** out of the subframe. Go with a reinforcement kit from A-spec or the Comptech setup.
And yea, i do believe you can use the tiebar.

make model year???
isn't the neuspeed 19mm???
the issue with subframe tearout is 96-00 civic with 22mm bar. you may want to look more into the beaks kit, cause there are a few posts on here where it still tore the subframe, but that was with 22mm TR bar.. you may want to look into subframe reinforcement similar to the comptech or a-spec.

Go on the websites of beaksproducts and you'll find out... I know you can fit it but you'll need some other parts... It's all explain on the website!

Re: beaks sway bar and neuspeed tie bar (maxogsr)
to fit the neuspeed tie bar you have to space it out further from the subframe, get some custom spacers
