I Think The First Thing I Would Look At Is The Cat Converter.

Any CEL codes? It's running rich.

Things to look at:
-Plugs, wires, cap, rotor
-Ignition timing
-Thermostat stuck open
-ECT and O2 sensors

The items I mentioned are the place to start.

Do you have recommended NGK plugs installed?

How old are the wires, cap, and rotor? Have you inspected/tested them?

Is the ignition timing set to spec?

How new is the Cat? If its Brand spanking new you gotta break it in or you'll get a false reading. Supposed to drive around for a good 30-40 miles and when you retake your test, make sure you drive for 20 minutes to get it nice and warmed up. Try that and see if it works out, if not i'd do what everyone said.

The cat is not likely to be the problem because the NOx levels are low.

the wires, cap and rotor came with the jdm motor lol, so I don't know how old they are, I bought the motor about 2 months ago from hmotors. I'm gonna check the timing tomorrow, need to buy a timing light.

You'd be wise to replace them before checking the ignition timing.
