BAD gas mileage, and I think we found the problem, and now for possible solutions?

BAD gas mileage, Primary O2 sensor failure?
Vehicle in question:
98 DX hatch [vsm]
D16y7
GReddy TD-04 15g kit w/ type31 fmic
Emanage (came with the kit, using stock GReddy factory settings)
Auto tranny (came from dealer that way) 5spd swap coming later
Cat-less, custom 2.5" catback w/ magnaflow oval muffler
Getting 150-175 miles per tank. Yea, it's really bad and so 93 octane fill-up is getting pricey for me. I don't even drive it that hard. My friend even asked me why I went turbo since I hardly use it. LOL, anywayz. We threw the car on an OBD-II scanner and found out that one of the O2 sensor (not sure which one) was giving crazy readings. It would jump from 0.20 to like 0.80 and so forth. I looked under my car, and both O2 (primary and secondary) are bunged into the GReddy downpipe together.
My exhaust smells gasoline rich. Replacing that O2 sensor seems like it would temporarily fix the problem but O2 sensors are expensive esp. OEM ones. I'm saving for the tranny swap so I don't want to spend too much on an alternative solution. My car will also be going OBD-I when the tranny swap takes place. I just need a fix until then. Maybe something to last 6-12 months.
Possible solutions:
1) O2 simulator ?
Found one, but will it work? I mean if it is for the secondary O2 it will not do anything to correct the gas mileage, it will only fix the CEL, right?
If the primary O2 sensor is bad, there is no other alternative other than to replace it?

edit: O yea, almost forgot. Well, using an O2 simulator normalize my gas mileage? I.E. will it bring it back up to like 25-30 mpg instead of like 15?

I honestly dont know anything about it, but could it be that turbo's just make it less efficient by that much? IN any case, BUMP this.. I think it is worth a response from a credible source.

you can buy an o2 simulator for the secondary o2 sensor and that'll leave you with one less o2 to worry about....

ok, but if I do this, will it correct my gas mileage? because right now it's **** and it's very expensive. i dont have a heavy foot. furthermore, if the primary o2 sensor is failed, then the o2 sim wont help at all right? sorry if my post seems aggressive i just want some answers, and with over 20,000 registered users someone has to know this!

what im saying is get the o2 simulator for the secondary and buy a new primary. i believe 'bauleycivic' has a site... http://www.oxygensensor.com not sure the exact site...

will this work in tricking my secondary o2 sensor?

According to the site, it plugs right into the O2 socket and you just zip tie it somewhere away from the hot exhaust under the car. The site specializes in Pontiacs and other domestics so that's why I'm asking if it'll work on OBD-II Hondas.
