Bad Distributor?

I just ordered/ received a used OBDII dizzy and it feels kinda notchy when I spin the rotor. Is this a sign that it is going out? Or are they always this way?

Mine was like that, kinda like a magnet reading the pick-up (like they're supposed to do)
