back brake seized!?!?!

back brake seized!?!?!
Car is a 1999 Civic Si.
I was driving and smelled brake pads. Figured it was some truck nearby. Happened the next day and figured it was the piece of crap car next to me. Happened the next day and i was like Ok its my car.
I get out to see whats going on. Front brakes are normal temps. back driverside is a normal temp. Back passenger side is HOT and stinks like brakes. I go home jack up the car. The back passenger side has a lot of resistance. Its real difficult to spin the back tire by hand. I take off the wheel. Unbolt the brake cylinder. I figure maybe the piston pushed out and got stuck or whatever. (pads and rotors are only maybe 5000 miles old so there in good shape). I push and twist the rear piston back in. Mount up the brakes and tire. Spins freely. Apply the brake and then it is stuck again. The piston in the caliper isnt going back in i guess.
The night before there was flooding and I drove through some big puddles. Im guessing that froze the caliper?
So what do I need to buy? Is this a sign the rear caliper is shot? \
Any info would be great. Thanks
