B20B Questions

have 95 Civic with a B20b and a 94 Gsr trans. My question is what kind of gas mileage are they supose to get, I know the my d16z6 got 35 in the city, but now its geting like 17 mpg with the b20. Thats as bad as a wrx, and what kind of hp and tq should be getting?
