B18c1 turbo CEL Problem

B18c1 turbo CEL Problem
I have tried searching but no luck.
I have a 92 civic dx hatch with a b18c1 swap I recently was talked into changing out my old engine management for a s300 due to its ease of use. I have a s300 in a p28 ecu obd2 harness and distibutor and a 3bar map, 1000cc injecters w/resister box, CEl stays on from the minute you start it and never goes off very hard to start it is in limp mode and if you pull the plugs they are soaked with fuel, and when it starts it looks like a diesel. Had a map problem but I found a broken wire in the harness and repaired this problem. There are NO stored codes.
Things I tried;
ECU in another vehicle ran perfect no CEL
Distributor in another vehicle ran perfect.
I am beating my head on the wall , any help would be appreciated.

It has a base map from a silalar vehicle gsr turbo 1000cc injecters.
If you crank it for 15 sec and pull the plugs you can shake the fuel off of them,someone told me that in limp mode that the ecu wont recalibrate for the 1000cc injectors so it is feeding them as 290's and just dumping fuel. But without any codes I am kinda lost.
