b18c1 hits rev limiter at 7k?

is it because vtec is not wired yet? i'm running a 97 gsr ecu with a 97 civic dx harness on a 2000 b18c1. anyone know why?

if you have a CEL, the ecu will be in limp mode and vtec will not work
